Question about counting objects

What is the typical age kids start understanding the idea of counting objects?

Sydnie can count into the 20s but can't count 4 objects the right way

Eddie was a little over 2.5 when he could count object.

He can count them now up to like 11 or 12 after that he just starts saying random numbers.

DD can count to 20 as well, but when counting objects in front of her doesn't always stop. For example, if there are 4 things, she will say 1 - 2 - 3 - 4 and keep going 5 - 6 - 7 etc. She has gotten better about this in the last 2 months or so, to the point where she now stops counting at the correct quantity 90% of the time. She will be 3 in a few weeks.

It's just weird because she just doen't seem to get the whole idea of it and they count all the time on Nick Jr or Mickey Mouse Clubhouse but when I try to do it with her she just has no idea how to do it. I'm sure there's no reason to worry here but I just wondered when she'll start getting it.
