New York Moves Closer To Raise Min. Wage to $15/hour & PAID FAMILY LEAVE

ALBANY, New York, March 31 (Reuters) - Governor Andrew Cuomo and state legislative leaders reached a deal on Thursday to raise New York state’s minimum wage towards $15 per hour, but fell short of a uniform state-wide increase.

The deal outlines a faster rise in New York City, but carves out a slow lane for small businesses and surrounding counties. In less prosperous areas north of the city it rises to $12.50 per hour before a state review of the law’s impact.

The minimum wage agreement was part of a broad budget deal that Cuomo announced late on Thursday. He said the plan included 12 weeks of paid family leave and $4.2 billion in tax cuts. The $147 billion budget caps spending growth at 2 percent.

“I believe that this is the best plan the state has produced in decades,” Cuomo told a news conference in the state capital, Albany. Cuomo has earmarked $100 billion in infrastructure spending in the state.

The budget also increases school funding by 6.5 percent to $24.8 billion and freezes tuition at the state university system, SUNY.

The minimum wage has been a controversial element in difficult budget negotiations that threatened to delay the spending plan past the start of the state’s fiscal year on April 1. The agreement, including the minimum wage, still needs to get approval from lawmakers.

Under the terms of the deal the minimum wage would rise from its current $9 per hour to $15 over three years in New York City starting on Dec. 31, 2016. City businesses with up to 10 employees would be given four years to implement the measure.

Long Island and Westchester County around New York City would be given six years to push through the increases while the rest of the state would see the minimum wage rise to $12.50 in five years, with indexed increases to $15 possible after review.

There is also a provision to suspend the increases from 2019 if economic conditions worsen.

The compromise is a climb down for Cuomo and his fellow Democrats who had pushed for a $15 state-wide minimum and no carve outs for small businesses. Republicans argued that a flat statewide rate could hurt businesses in less wealthy areas.

“It may not go to $15. There’s no guarantee, that’s the good thing,” said Senator George Amedore, a Republican representing a constituency upstate, who commented on the agreement to Reuters.

Phil Steck, a Democratic Party assembly member, who represents a district 165 miles (265 km) north of the city, argued that the opposite was true, and a lower minimum wage would be a blow to the upstate economy.

“We have a very strapped economy in upstate New York and the surest way to ensure continued poverty is to run a low wage economy,” he said. “If anything, the poorer areas of the state needed an increase in the minimum wage more.”

The multi-tier solution could also dampen the national drive for a $15 minimum wage that has gathered pace as Democrats mobilize their base ahead of the presidential election in November.

They hailed an important victory when California Governor Jerry Brown and legislators reached an agreement on Monday to raise the state’s minimum wage to $15 an hour by 2023.

Cuomo said New York’s “calibrated” path to raising the minimum wage could be an example for the rest of the county. “It is raising the minimum wage in a way that is responsible and a positive for the overall economy,” he said. Before anyone gets too excited, the paid family leave will be 'employee funded'. So, take extra money now and pay me back later.

Also they are decreasing personal income tax in 2018.

Before anyone gets too excited, the paid family leave will be 'employee funded'. So, take extra money now and pay me back later.

Also they are decreasing personal income tax in 2018.




My employer provides 18 weeks of 100% paid maternity leave and 8 weeks of 100% paid paternity. We will likely be done having children by the time this kicks in. I am still happy to pay the estimated $1/week extra for this to go into effect -- 67% pay up to appx $848/week for women and men for the birth of a child or while taking care of a seriously ill family member for 12 weeks with position held. This will benefit so many people so I am extremely excited!

And that is going to be a problem for many. In theory it's a great idea and I think anyone who works 40 hours a week should not be poor. But I don't think it's fair for small businesses to subsidize that. If it's a company like McDonalds or Walmart, it's a different story.

We also own a small business and this will be a problem for us. we will have to lose about 1/3 of our staff to keep our salary cost down.

I think the decision they made will not only kill small businesses, but many of the people earning minimum-wage will end up losing their jobs completely due to employers being unable to pay and having to cut staff.

This will effect anyone with children in daycare as well. Cost of tuition will skyrocket because they pay their teachers and assistants close to minimum wage. I was a daycare teacher a few years ago and made $11/hour with a masters degree.

Precisely. Keep in mind that small businesses also include franchised businesses. Many small businesses are already struggling, and the government keeps making it more difficult to survive and sustain. A small business closing can mean many people being without a job. And don't think larger businesses won't cut staff and corners as a result as well.

I was thinking the same thing. I feel for parents who are paying for daycare. I also feel for teachers who have one of the toughest jobs and have so much responsibility and get paid peanuts. Maybe it will help with turn over though.

Unfortionately raising the minimum wage just leads to less jobs and increased prices which mostly effect those who make minimum wage. Sad but true basic economic principles. McDonald's is already testing automated ordering systems (picture self checkout with one person supervising/providing assistance).

Hooray for paid parental leave though!!! Hopefully it only is $1-2 a week.

I don't think this is the answer. Its a nice idea but terrible for small business and I think the price of thongs will go up because of it...

I've already seen automation coming. Target installed banks of self serve check outs near me. I can say that this law will hurt those that it purports to help. A business will have no problems deciding to automate, machines don't take sick days, vacations, not show up, have issues for weather or transportation. They are not asking for health insurance or other benefits. Those that can automate, will automate. It will reduce jobs. Then you will have more people unemployed. If you don't think prices of things will go up, they Will. Your job is not going to give you a cost of living raise to account for the increase in prices to accommodate for the new minimum wage. If minim wage went to $12 and over ten years went to $15 you would have had much more support.

Automation is/was going to occur regardless of $15 or any other wage increase - in any industry possible.

I can definitely see how this can hurt a small business and I would have preferred to see an exemption for them. But I think something had to be done.

It's well documented that wages have not kept up with inflation at all.

It sounds like it's going to be phased in fairly slowly too, to soften the blow.

Also, there is another side to the "basic economics" argument - raising the minimum wage also puts money right back into the economy through increased spending. The poor always spend any extra that comes their way for obvious reasons. That extra goes directly back in the pockets of businesses. You can't ignore that side of the equation.

Minimum wage was initially 25 cents an hour, so I think we all agree that the minimum wage needs to increase as time goes on. I don't think that a jump from $9/hour to $15/hour in one shot is a good idea. We should have been increasing minimum wage every year or two, to keep up with inflation.

The thing is, no matter what the minimum wage is it will NEVER be enough money to survive on, it's called minimum wage for a reason, it's the bare MINIMUM someone can be paid for work and it will never be a "livable wage". Minimum wage will go up and then so will the costs of goods and services because businesses will need a way to subsidize the cost of the wage increase, one thing won't happen without the other. So in the end, regardless of what the actual minimum wage is it will still always be "not enough money" if that is your only source of income.

I'm sure some of it will, but not necessarily all of it.

I'm thinking of the mom who can afford a birthday party for her child for the first time and hires the local entertainment company.

Or the person without good transportation who shops within walking distance.

For the latter point, I see that a lot where I work in Brooklyn. My students who are mothers buy diapers at the corner store. The urban poor can't always get to target, walmart, etc. at least not conveniently.

If I had more time I would look for a study on this because I'm sure one is out there....although maybe not, since minimum wage has been so slow to rise!
