I don't feel that it is something that you can ignore. It seems to me that they are neglectful in their duties and it is impacting your child. If you are displeased and expect a change, no change will occur unless you tell them that you are unsatisfied with what you are witnessing. If they disagree, then it might be time to look for another placement for your precious little guy.
