Less permanent ways to re-do closets?

Working on the closet for the nursery. Would like to do multiple layers of clothes like in the picture below since baby clothes are so small. Ideally, would love to have three levels to hang clothes on. Right now, the closet has a wire shelf up top that also serves as a rod for hangers to hang. Since we don't intend on staying in our house for too much longer, DH is hesitant to drill holes in the walls any more than we have to.

Is there a way to do this layered clothing hanging effect without putting holes in the wall?

You could make one yourself with some string, rope, wire, etc, and another bar. Just make two loops at whatever length you want, and put them on the top bar. Then you can hang a rod on the loops. You could do any height you wanted, and any number of levels as well.

They make canvas things that you can hang that can help accomplish this.

Bed Bath & Beyond and Container Store have them.

For the hanging shelves for clothes, they are cheapest at Ikea.
