To me, that's a tunic, not a dress. At least not for the daytime. If she paired it with some leggings, flats, and a better fitting bra it would be much cuter.

I agree.
Except for the flats.
Boots (in the right season) or even hot heels with that would be fine.
But I dont' do flats
