Issues with Building Dept.

We had the inspection for CO and inspector said we can come pick up CO in a few days. We get a call the following week saying we need to install sidewalks due to some new ordinance they put into place earlier this year. We were never notified at time of submitting application for CO or when inspector was onsite doing inspection.

This is now the only thing holding up the closing. We have requested numerous times now the specs that the side walks need to be installed and they are refusing to provide.
How do you escalate a situation like this?

Just curious what town you are in for the C/O approval?

We are in NYC and I can not even begin to describe the stress and nonsense we have been through in the process to try and get a C/O

We are actually in NJ but I am thinking there has to be some way to escalate this. I may very well lose out on the sale of my home because the building dept doesnt know wtf they are doing. They demanding we do work that of course requires a permit. Yet they cant give me specs so I can ensure the work is done properly.
