We use Hanes toddler ankle socks. I buy them at Target and they come in a pack of 6 pairs (they're white and 3 have navy blue accents, 3 have grey accents). Once I discovered them, it's all I've ever used! They NEVER fall off! And they're nice and soft.
ETA: They start at 6-12 month size.

Old Navy and Gap socks always work great for me. I prefer the Old Navy ankle socks for the summer and the fold over Gap socks for winter.
