If seller is "listening to any offer"
Does this mean they are anxious to sell and we should low ball our 1st offer.
They don't even live in the house anymore and have recently dropped their asking price as well...

I would go in low and see what the response is. You can always go up from the original offer.

They are probably motivated. Doesn't mean they are going to give it away. But can't hurt to start low.

Yes, it does mean their motivated. It probably also means the house is currently overpriced. In my experience, sellers sometimes do not want to lower their list price, even though they are not getting much interest or activity and the realtor is advising them to adjust the price. I've had sellers say, "well I want to keep the price at x, but tell buyers that I'm negotiable." So then, a listing agent will put "S.A.R.O." (Submit All Reasonable Offers) or something along those lines on the listing.
It basically means, don't be put off by the list price; there's room for negotiation.
However, it doesn't mean they'll take anything. So I wouldn't get nuts and offer something $100K below the comps or something!
