Once it's folded, it's 'luggage', not a stroller, so I would say it's OK to carry things in your arms, like a folded stroller, luggage, bags, etc.

I have a huge fear of being alone in an elevator so I used to fold up the snap and go and hold DD and use the escalator that way. Now with 2 kids I have to use the elevator. I am completely fine if other adults are in there with me
