I think it's like a rental car. You can either pay ahead of time (usually a lot more $ per gallon) and drop it off almost empty, or you can fill it up yourself before dropping it off.

i think UHAUL goes by how they gave it to you. if rented with a 1/2 tank, you return with a 1/2 tank etc.
