Dear Drunk Co-Worker
Please stop sending irate emails out after you've been drinking.
I know you have a lot on your plate - and that alone would cause me to drink too - but it would NOT cause me to send snotty emails resigning when I didn't mean it.

Asking seriously now.
If this person sent an email to multiple people that they are resigning, even though they are obviously drunk, do you as HR have to accept that as their resignation? I mean if he'd just sent it to you I'm sure you could pretend it didn't go through or whatever, but now other people have seen it.

I guess the issue would hinge on whether he actually WANTED to resign.
You technically don't HAVE to put in a letter of resignation, it's just a good faith effort.
Personally, if he were obviously drunk and sent out emails resigning I would probably jump for joy so that I didn't have to do an investigation as to whether he was drinking on the job.
I've had one too many breathalizer tests performed here. They are no fun.
