condo problems...ughhhh

So we have to go to the building next to us in our dev't to do our laundry. there are only 2 washers and 2 dryers down there and we go down there tonight to have this godawful smell of urine along with one of the washers having brown gook in it. We took our clothes right back and refused to use this disgusting facility! I am beyond angry right now since we are not 'allowed' to get our own washer and dryer since we are on the 2nd floor (apparently this is something new that we were never notified about after closing) although the bylaws we received at closing never stated this.

I am going to call the management company on Monday and let them hear it but I am wondering if anyone has advice? how do i find out when a board meeting is? since moving in november we have not heard anything about this.

Take pics of the brown stuff for documentation. Is there a super there to show and have him document?
Were washing machines allowed when you bought? I would think if they were you can get one, new laws should not apply. JMO
