At what age can you put your child in the city mini stroller without a car seat attachment? Meaning strap them directly into the stroller

Lol, my daughter is so tall and teeny thin that she needed a lot more support than the city mini or b-agile could offer. We had to buy a traditional stroller with headrests and everything. She just slumped around otherwise.
ETA: at 16 months and barely 18 lbs, she still can't hold her own in our b-agile or my friend's city mini.

The baby jogger rep told me newborn, fully reclined. So did a mom I recently stopped in the mall to ask about her stroller.
Was this wrong info?

DS was in his around 3 and a half months or so. But I also heard it's fine for newborns if it is fully reclined.

Thanks! My son is two months. I'll see what he thinks about it reclined, he usually likes to sit up. Until he gets older ill prob stick with my graco travel system
