CHEAP exterminator? (for old termite damage)

The engineer identified some old termite damage in the garage. Its a small area that has been there since before we bought the house (our inspector found it then too). We have not had any termite issues.

Apparently there's some new requirement that says if there's evidence of termites EVER, there needs to be a treatment within 5 years.

This is extremely frustrating since I KNOW there are no termites and haven't been any issues in the 7 years we've lived here. This damage is OLD, and its ridiculous to shell out $700+ dollars to treat for a problem that doesn't exist. Not to mention, its needlessly adding harmful chemicals to the environment.

But I don't see any way around this requirement, so I want to take care of it as cheaply as possible...

do you have to use a company or can you buy treatment yourself? My hubby goes to home depot each years and buys those stakes that go around the house... Just a thought
