Can a bad memory card make a camera act out of whack?
I bought a refurbished Nikon D40 from B and H Photo, totally reputable place, and it's acting all weird. I bought a cheaper memory card for it - could that the reason it's not working right? (By not working right I mean the menu doesn't respond when I press the buttons, even after a freshly charged battery). TIA!

It's possible that the memory card is corrupt. I would call B&H and explain to them what's happening. Their customer service is pretty good.
