She does look puffy... actually her boobs look fuller and so does her belly - ever so slightly...
Total publicity stunt. Look how close they are to her.
Maybe that's from having 2 kids.
Personally I see no difference between this and a bikini. I've seen a lot more being shown in bikinis and by people that had no place being in a bikini to begin with. The pictures are funny but I don't have a problem with what she did.

I don't think she looks that puffy. I think she looks like a normal person. Well not that normal b/c she is in her underwear. My stomach looks that puffy after I drink a soda.
