Bird's Nest

I am not sure where to post this but,
We have been noticing a bird has been trying to build a nest under our deck, we have just been knocking off the straw or what ever the bird is using, well yesterday we come home and all of a sudden it is a HUGE nest, so my DH took a rake and removed it and put it in the woods on the otherside of our fence, well I come home today, and the bird has already started making another nest in the same spot!! What should we do? I wouldn't be to concerned normally, but we have a dog, and it's under the deck right next to the stairs down to the yard, so I am afraid when the bird has babies it might get defensive if we go down the stairs because the nest is so close.

If u really worried about it I would cover it with a piece of cardboard and some duct tape so the bird can not get in there...
