Regardless of the area, comps etc. what someone bids can definately be too low. If someone is asking 360000, that is what they want. If you bid "too low", you risk the owners not accepting the bid and you losing the house.
I guess I what I'm saying is I don't see how this is REGARDLESS of comps, etc. I mean, what if, for example the comps are all around 300 and the seller is just overpriced? No one is allowed to offer what's fair b/c it may offend them?
If you do offend them, worst case scenario is they say no and you haven't paid more than you think the house is worth. How many times have people posted on this board that they put what they felt was a fair offer in on a house, the seller was offended, the house sits, and then a few months or a year later the seller lowers the price to BELOW the offer that was rejected?
Offer what you think the home is worth.

I would think roof, siding, windows is about $20-$25K. So I would offer about $335-$340K. Then go from there.
Make sure your offer is contengent of the inspection/engineer report.

that insulted part is real and needs to be dealt with. A homeowner who has lived in the house their whole lives has an attachment to it. You offer to low and you may not get a response. It is personal. To them it's not just a business transaction.
Further, there are some buyers that will just put in a very low offer which is not realistic without seeing the comps and really evaluating what it is worth. Then I can see the sellers scoffing and not counter offering.
I think if you are a buyer and you really low ball, you really aren't serious about buying the house. I think the seller has every right to feel insulted if someone offers them way below what it's worth. It's personal..they live there..they are attached to the home.
It's all a game. If the sellers are serious and the buyers are serious then both parties come to the right price.
Lastly, if the home is priced right with comps and condition, it will sell.
To the original poster, if you feel the house is priced right, put an offer in for about 10-15% lower than the selling price, hopefully you can get it accepted and get an engineer in there. From there you may find other problems that could lower your price again.

I would say try 320k at first. They might come back with a counteroffer but its worth a try.
