if no one meets with us monday this is exactly what i will do although i would hate to resort to that. i understand it is inconvenient to do this last minute but they are school, and used to this. under these circumstances i was expecting someone to be more accomodating and at the very least accept him with some complaining. this is for a good cause and this young man is all set to come here! how devastating!
Oh wow! Be there and demand satisfaction! It is easy for them to 'deny' by letter. Be there every day for them to give you some reason. This is crap! Because who would this student go to without you? Not come at all? BS!

First, I think this is an awesome thing you are doing.
Second, reading your post makes me furiuos
a) How do you deny a child admission to a school? I've never heard of such a thing. What if a family moves into the school district during the school year? They aren't allowed to attend. I remember always getting new kids during my school years.
b) What infuriates me most is we let illegal citizens attend our schools without legally being able to know their citizenship status yet we wont let a child attend school who is here legally to experience the opportunity of a lifetime?????
Seriously, if they deny him I would go to the papers and the media. It's disgusting!!!!

I think the difference is that you are not his legal guardian. His parents do not give up their rights as parents for an exchange program. If it is the case that you are legal guardian you can enter no problem.
This happened to us when my niece came to live with us. My B/SIL had to give up custody and give it to DH and me to enroll her in school.
I don't think that the school gets money when an exch student comes to school (like when district students do), but it would be silly to deny the students of the district the cultural opportunity.
I would go to central office with a pleasant demeanor and present your case. Show them all about the student, what you are planning to provide, what the student can provide (are his grades good? does he play a sport? that could be enticing for the district) how you will be involved in the school, that he will now be denied a chance to have this experience since he was taken off the list based on what the counselor said, etc.
