I only give a deposit with a signed contract. I would never give a deposit to an unsigned or incomplete contract and neither should you.

I gave a 100 when we signed the bid but it was 100% refundable because we were waiting on financing.

No, they go hand in hand. If you give money without a contract YOU have no recourse to prove anything! The contract is just as much for your protection to have a signed document should you need it.

If you give them money before you have a signed contract, what is to stop them from taking your money and running?
You wouldn't have any legal recourse.
