Exactly. Trump isn't a good politician, negotiator, person, businessman, etc, etc, but he is a very good con-man. He's just playing a shell game with us, keeping us distracted from all of the serious underhanded and under the table things he's doing, but having us focus on the outrageous stuff he does out in the open. Twitter posts, seemingly outrageous cabinet nominees, etc, etc, are all everyone is looking at lately.

The chief strategist, (which is the position that Trump selected for Bannon) is not approved by Congress like other Cabinet positions are. Chief of Staff (Priebus) does not get approved by Congress either. Neither of these positions need congressional approval which is probably why the are announced quickly.
So Carson doesn't have to be a distraction for Bannon- the position is his once Trump selscts him.
