This is why I DIDN'T vote for Trump
I was brought up in a conservative Republican household. I am a REGISTERED Republican. What was instilled in me was a love of country and respect for the office of the President, no matter who wins.
I am the member of a minority where only 17.5% of us are gainfully employed full-time (less if you're a woman). I've been told to get the $&&& out of the country if I don't like it and the only reason I voted for Clinton is because I wanted a "free lunch", because the perception is that disabled children grow up to become disabled adults that live off the government.
Donald Trump threatens to cut programs that allow my brothers and sisters to live in the community and be active members. These programs allow my less abled friends TO BE EMPLOYED. .
I'm mad. I want to protest, but instead I'm going to volunteer my time to make sure my rights and the rights of my friends are protected.

We are entering adulthood pretty soon for my son who has a disability. ACCESS-VR is going to play a huge role in his transition to adulthood, and his ability to gain meaningful employment. I do think many forget that all of these kids with disabilities, grow up to be adults with disabilities. I sincerely hope that funding isn't cut for any of the programs and resources that are offered.

He's changed his stance on the ACA and pre-existing condition. That's a step in the right direction. Medicaid/Medicare cuts are still a concern.

I work in the field for years now, and I want to say this. It is not Trump who will cut these programs. It has already happened thank you to governor Cuomo. Every person in my field cannot wait for this moron to come out of office. His father did amazing things. Him not so much.
Currently, due to changes he imposed with leglation, and the state operating system- OPWDD here on Long Island has cut services. If you need residential services- they are all cut. Now many agencies have and continue to operate residential services, the dismantling has begun. OPWDD ran thousands of group homes and residential services, currently, to start the beginning of the end, OPWDD "sold" these homes- rather just sold off the residents to agencies and then leave the agencies 24 months to find placement outside of the OPWDD houses and in January 2018 those properties will be sold and all persons and agencies must be out (small agencies like ACLD, FREE, AHRC purchased and have the homes on lease from the state). Agencies no longer build new houses. Many times it takes 10-15 years to get residential placement and unfortunately it comes down to a care giver passing and an emergency that placement is given. The state controls who we can accept, not the agency- which has changed within the last 5 years. The goal is to keep people living with their families until senior years.
In the future, due to Medicaid reform, long term care is being cut- the first FIDA on Long Island for managed care for the disabled is PHP. Under PHP many of our residents who have had specific services or taken specific medication for years are now being denied. If you want to continue say klonipin (psychiatric medication commonly used) they no longer cover it even if it's a medical necessity. It's now the agency or family responsible for paying. All families will be required to go with a managed care broker by 2019, rather than straight Medicaid. It has been a long start up but that's the date of now. Care managers under PHP- the managed care provider can deny what they don't deem a necessity and we have had more denials than them paying for services. PHP has come about due to ACA and Medicaid reform and it has been an ugly world since for the disabled.
In terms of work programs- pre vocational programs Island wide are closed. They no longer exist. Anyone enrolled now attends a day program and volunteers rather than working. With regards to ACCESS VR, the screening process is intense. The process of ACCESS VR is to screen and then assist in connecting with agencies to find a supported employment job coach. Many times, I have had people denied from various agencies. The supported employment budget is so small so job coaches are often only able to provide support a few hours a week when often times people need more. It's sad. I agree. Even though I did vote for him, the preexisting condition issue effects me as well as it always has. I am glad to hear that this may not be a concern after all.

No problem. I work for one of the agencies on the island and the cuts began long before Trump was even running for office. Back in 2012 was the first proposal for the managed care insurance agencies. PHP is the first on the island. It has been tried in 5 other states and failed in those states. The reform to Medicaid has been awful. And now as of 2019, all persons receiving this branch of services and utilizing Medicaid will be forced to choose a provider such as PHP. Currently there are no others so I'm not sure if other insurances will attempt to model or if in NY PHP will be the only- currently they are island wide, through the 5 borrows and in westchester. In regards to those holding private insurance such as say Aetna and Medicaid, currently, enrolling in PHP terminates straight Medicaid and private insurance. In the future, as it stands now, upon enrollment (which will be forced come 2019- the time frame as of now, which I never hold my breath to because their time lines always change) private insurance terminates which is unfortunate because you get more with private insurance in terms of medical care.

If you are interested NYSELFD is a website for self determination but there's a lot of information on there about rallies in Albany. I know personally my agency goes to rally whenever possible as do many other agencies. Letters are constantly written to Cuomo. ACA yes has impacted Medicaid but the state could have done better in terms of legislation and policies, lot better, they make the choices with services. It's Cuomo who has come out and cut funding and passed legislations that then in turn affect agencies operating and services. The day he leaves office will be the happiest day for this field.

Wait....is this a civil conversation where people are listening to each other's concerns and ideas with no bashing or name calling?
Didn't think this was possible on here anymore when It came to politics ......
I was going to say this is a fight that needs to be fough more at the local level then federal , but MrsB beat me too itand was able to add a ton more information then me.
I feel like properly transitioning and supporting people with disabilities (especially those with mental illness but physical disabilities too) would help some other social problems such as homelessness and other crimes both very violent and not as much.

No problem. I work for one of the agencies on the island and the cuts began long before Trump was even running for office. Back in 2012 was the first proposal for the managed care insurance agencies. PHP is the first on the island. It has been tried in 5 other states and failed in those states. The reform to Medicaid has been awful. And now as of 2019, all persons receiving this branch of services and utilizing Medicaid will be forced to choose a provider such as PHP. Currently there are no others so I'm not sure if other insurances will attempt to model or if in NY PHP will be the only- currently they are island wide, through the 5 borrows and in westchester. In regards to those holding private insurance such as say Aetna and Medicaid, currently, enrolling in PHP terminates straight Medicaid and private insurance. In the future, as it stands now, upon enrollment (which will be forced come 2019- the time frame as of now, which I never hold my breath to because their time lines always change) private insurance terminates which is unfortunate because you get more with private insurance in terms of medical care.

Didn't think this was possible on here anymore when It came to politics ......
I was going to say this is a fight that needs to be fough more at the local level then federal , but MrsB beat me too itand was able to add a ton more information then me.
I feel like properly transitioning and supporting people with disabilities (especially those with mental illness but physical disabilities too) would help some other social problems such as homelessness and other crimes both very violent and not as much.
I'm mostly interested in learning what I can do as a private citizen to advocate for the disability community. The PERCEPTION is that Trump threatens the livelihood of the disabled in big and small ways. I am lucky enough to not have to use many of the services threatened by state funding, but honestly... I'm only one bad fall away from that. I want to speak for those who can't or won't speak for themselves.

In an all honest discussion, if the cuts happened in 2012 under Obama, why did it seem to you as though Trump (not a dem) would make the situation worse, vs Hillary? KWIM? Was this specifically outlined by both Trump and Hillary, that you knew each's standpoint? If you have other reasons for not voting for Trump, that's fine, no need to get into those. Just questioning since you stated Trump's cuts to the disabled were your main reason.

Trump is proposing a block grant system under Medicaid which will have far reaching effects for those with disabilities and would cut state funding. That's my super specific issue.
My other reasons are that minority groups of all types are living in fear. It already feels as if the country has been set back 50 years.

We are entering adulthood pretty soon for my son who has a disability. ACCESS-VR is going to play a huge role in his transition to adulthood, and his ability to gain meaningful employment. I do think many forget that all of these kids with disabilities, grow up to be adults with disabilities. I sincerely hope that funding isn't cut for any of the programs and resources that are offered.
I don't forget. I use to work with this Population when I was at BOCES. I worked along side VESID, now called ACCESS. I assisted students like your son train for jobs, wrote resumes, job coached.
I was one of a few who use to conduct the intakes for ACCESS, we tested and wrote the reports so students can get services.
ACCESS helps many students.

I work in the field for years now, and I want to say this. It is not Trump who will cut these programs. It has already happened thank you to governor Cuomo. Every person in my field cannot wait for this moron to come out of office. His father did amazing things. Him not so much.
Currently, due to changes he imposed with leglation, and the state operating system- OPWDD here on Long Island has cut services. If you need residential services- they are all cut. Now many agencies have and continue to operate residential services, the dismantling has begun. OPWDD ran thousands of group homes and residential services, currently, to start the beginning of the end, OPWDD "sold" these homes- rather just sold off the residents to agencies and then leave the agencies 24 months to find placement outside of the OPWDD houses and in January 2018 those properties will be sold and all persons and agencies must be out (small agencies like ACLD, FREE, AHRC purchased and have the homes on lease from the state). Agencies no longer build new houses. Many times it takes 10-15 years to get residential placement and unfortunately it comes down to a care giver passing and an emergency that placement is given. The state controls who we can accept, not the agency- which has changed within the last 5 years. The goal is to keep people living with their families until senior years.
In the future, due to Medicaid reform, long term care is being cut- the first FIDA on Long Island for managed care for the disabled is PHP. Under PHP many of our residents who have had specific services or taken specific medication for years are now being denied. If you want to continue say klonipin (psychiatric medication commonly used) they no longer cover it even if it's a medical necessity. It's now the agency or family responsible for paying. All families will be required to go with a managed care broker by 2019, rather than straight Medicaid. It has been a long start up but that's the date of now. Care managers under PHP- the managed care provider can deny what they don't deem a necessity and we have had more denials than them paying for services. PHP has come about due to ACA and Medicaid reform and it has been an ugly world since for the disabled.
In terms of work programs- pre vocational programs Island wide are closed. They no longer exist. Anyone enrolled now attends a day program and volunteers rather than working. With regards to ACCESS VR, the screening process is intense. The process of ACCESS VR is to screen and then assist in connecting with agencies to find a supported employment job coach. Many times, I have had people denied from various agencies. The supported employment budget is so small so job coaches are often only able to provide support a few hours a week when often times people need more. It's sad. So many have "lost" their jobs simply because we cannot provide the level of support needed. The cuts to supported emoloyment have come from Cuomo- it has started long before Trump was elected.
Knowing this system, being in this system day in and day out I can tell you in the last 5 years, about 60% of programs have lost funding and have phase out plans. It started with prevocational services, now is moving to residential services. Two services extremely costly to operate.

100% correct! I have been a 1099 for various agencies for over 15 years. Never have I gotten a pay increase. I have actually gotten 2 pay cuts due to Cuomo's cuts.
