Admittedly I distinctly remember doing this once before...but it wasn't meant In a mean way. I was texting with a friend about boots I wanted and a women getting her hair done across from me was wearing them, so I sent a picture. Looking back, it was probably rude, but ultimately harmless.
I have done the same with shoes as well. That way I had a pic and I could look for it online and buy it. No faces and I didn't post it on social media.

My exBF used to do this. He was based in Killeen Texas at that point and would send me pics from Walmart basically like the people of Walmart website. He wasn't trying to be mean as much show me that people can be so outlandish in public and show me what a different world it was out there. But yes I agree taking a pic without someone's knowledge isn't very nice...

Having a teen, it sounds like she was sending a Snapchat. These kids send random photos to each other and type on them. They guy was probably wearing something she thought was funny or she thought was weird or something. Not right, but harmless I think. When you send a Snapchat its only visible for a few seconds and then it disappears and is no longer available.
Not if someone screenshots it. Nothing on the internet ever "goes away".

I actually feel that it is harmful; it perpetuates the idea that shaming and bullying are okay. If she does it with a stranger's photo, who knows what she is doing with pictures of people she actually knows.

Sorry, not harmless. If I knew my kid was doing this they'd lose their phone in a hot second. And no, nothing on the internet is ever really gone. Imagine a picture of you or your kid was the target of someone's "harmless" snapchat that goes viral or is used for the sole purpose of being made fun of. So to answer the OP: Creepy and sad that this is the world we live in.

It's beyond creepy and wrong. My kids would lose their phones before they'd have a second to explain.
I'd definitely call and mention it to the staff. Civil liberties aside, there is a reasonable expectation of privacy in a doctor's office.
