I am makeup challenged.
Anyone have a recommendation for where I can go and they can show me how to actually apply makeup and recommend the right colors for my fave and skin type? I don't want to spend tons but I want to get educated.
I'm strongly against any companies that test on animals and Mac makes me break out like crazy.

Go to the makeup counters at the department stores. Or Sephora.

I went to Sephora and learned a lot
I did the 1.5 hour tutorial. The regular 30 minute make up application wasn't enough for me
The long tutorial taught me about my skin and how to apply make up. I learned basic application and that what make up you use actually matters. Then from there, I was able to follow the videos on YouTube a bit better.
I went to Roosevelt field mall

HATE MAC makes me break out. Try Aveda, no animal testing, they might be able to teach you
Bare mineral, I believe test free and they have a store in the Mall

I think it was $150 for the 1.5 hours But it's was $150 worth of product. So yes, the actual tutorial is free, but you have to buy $150 worth of product.
ETA: it's worth it I have spent years trying to figure out how to work with my skin type, and countless $ on products that just weren't right. Since doing this, I STILL have about 1/2 the products I bought and this was 2 years ago. I have a smaller collection of make up bc I know what works. No more trial and error
