Offsite Disney hotel ?
We stayed at the Residence Inn on Marbella Palm Pkway I believe it is. It's a two minute drive to Downtown Disney, they had a free hot breakfast, which included Mickey Waffles. Kitchens in the rooms, and we had a family suite which had a separate bedroom, then a kids area with two twin beds and a TV. We stayed free with points, but I know it wasn't expensive.
The Fairfield Inn in that are is also nice, redone, and free breakfast.

What are your criteria and how literally do you mean as cheap as possible?
I ask because there are super cheap places to stay in Kissimmee - motels that are small with a basic pool, etc.
We either stay onsite or use my in law's RCI timeshare points but here are a few thoughts:
Many years ago I stayed at the Radisson Resort Orlando Celebration and I was very impressed. The pool was incredible; it was enormous and had (still has) a huge waterfall. I do a decent amount of traveling and it's a hotel that I recall really well for positive reasons. Even though it's been a while (a little over 15 years) I would check it out because it still gets great reviews that were consistent with my experience.
If I went and didn't do either onsite or RCI I would check out either the above place or for points purposes one of the Marriott Village Lake Buena Vista hotels - probably Spring Hill Suites for extra space and free breakfast.
Another thought is to check out mousesavers.com's Preferred Offsite Hotels list. They break down all the features and hidden costs (resort fees, etc.) of each one and what makes them a good value. If you subscribe to the newsletter you can sometimes get a discount on the hotel too, by linking from mousesavers.

Offsite Disney hotel ?
We are staying at the Double Tree Suites by Downtown Disney in a couple weeks so I can't comment on how it is yet. The price was great and it had good reviews on tripadvisor.

Check out orbitz. I stayed at Radisson too... A while back, but it was great! Runs $70 a night. Took a free shuttle to the park. Not sure if they still have it. Less than that is Kissimmee. I've stayed for really next to nothing & had no issues.

Wyndham Bonnet Creek is on Disney Property at Downtown Disney but is not a Disney resort.
