I think her hair is ok. Not terrible by any stretch!
The dress on the other hand makes her look large, so something's not right. The bottom part has got to go, but I do love the print.

The dress would've been cute if it were a shorter length but that bottom is just  . Why would you wear that horrible thing when you have a body like she does??? Bad choice, Kate!
ETA - Her hair isn't "ugly", it just looks too dated, like something out of the 80's when feathered bangs were "cool". I don't like it.

I really dislike this hair cut on her, but I've been able to look past it because her sense of style is usually so on point. This is just terrible though.
