Clothes, hair accessories, nail polishes.
Around here it's Abercrombie, American Eagle, H&M some GAP and Old Navy too.
I know you said no gift cards, but gift cards for the movies are always put to good use.
Not sure how close you are with the birthday girl, but taking them out for mani/pedis and lunch is a popular request with the girls in my family around that age.
