Kids not behaving for babysitter

How do you deal with it when your kids don't behave well for a babysitter? We use mostly family for babysitting, but we have a close friend who babysits fairly often (roughly 2 or 3 times a month) as well. Most times, I put my little one (14 months) to bed before I leave, and she is responsible for our 5 and 3yo boys. They adore her and have a great time with her. But when it comes to bedtime, they don't listen to her, manipulate her, and really test her authority. It seems to get worse and worse every time. Tonight was apparently somewhat epic. Before I left, we had a talk about how they were going to be great listeners and about how she was going to be able to tell me how great they were and how cooperative. And then my heart sank when I heard what really happened. They are always asleep by the time I get home, so I can't deal with it then. I don't know how to handle it going forward because this is not working. Simply talking to them before or after doesn't seem to have any effect. I feel there should be a consequence for the behavior but don't know how to execute it. Any advice?

Allow her to take away privileges and enforce them the next day. If they don't listen she can say if you don't do x you will not get y, and mom won't let you have y in the morning.
