Do your parents or in laws keep baby mementos
My MIL has kept my oldest son's hair, pacifier, and who knows what else and now wants my youngest's hair from his first haircut and is keeping a pacifier I left at her house as mementos. She must have cut my eldest's hair herself because I never gave her any from that day and she never asked but has recently told me she has his baby hair. Does anyone else's parents do this cause I find it odd. I am off base here?

That does sound strange especially if she cut his hair. My mom holds onto drawings my girls make her and she has their framed hand prints from when they were little. Other than that I don't think she has anything else and I'd be a bit upset if someone cut my girls hair without asking.

My parents and in laws have drawings and I made a footprint of each child in clay as a present for them when my kids were first born. I would be upset if anyone cut my kids hair without my permission. They don't have any hair. I have a little of each of my kids first haircut hair. I know my parents still have my first hair cut hair though.

Please... my parents most likely tossed most of my childhood stuff. I joked I was the 3rd and hardly any pics of me. They print out pics and have some drawings, but I think that's it. They do love the boys very much and see them a lot. We are just not into clutter. I joked I'd save everything of my kids. I have the main stuff, but toss out a lot too. I guess it runs in the family. 
My IL's keep a lot of stuff we give them like photos and stuff the kids made. They are good with taking lots of pics too.
They were good younger and still have DH's and my SIL's toys, first pacifier, etc. We joke the old food kitchen stuff still smelled and not sure if that's a good thing and our kids should be playing with. 
As for your IL's... that is a bit odd. Especially the cutting his hair part.

That's very strange! I would be so angry if they took it upon themselves to cut my child's hair.

My parents definitely not. But I would never put it past my MIL. She probably has a secret little stash that she isn't telling us about.

I love my MIL, but this exactly! She must have kept everything from when my DH was growing up. She keeps giving me more and more infant clothes from when DH was an infant...

I don't think it's weird to ask for a lock of your child's/grandchild's hair. A stranger, yes! 
Last year for DDs first Christmas I bought both my mother and my MIL a grandma's box. They both requested a lock of DDs hair for it.

My DH always laughs that I am destined to be a girl's mother in law (since I have a boy).
Though keeping momentos sounds strange... I could see doing it for my grandkid... Especially if I took care of him or her.
