Neighbors and dogs
I don't feel like going into details, but if you had a neighbor who didn't properly fence/watch their two large dogs, would you speak to them or not bother and call the town? We have had multiple issues and there is an electronic fence, but I've heard that the owners don't bother to change the batteries in the collars.

I would absolutely speak to them first as opposed to calling the town.
Who knows what could happen to those dogs if the town is called.

I don't think by law you have to have a fence on your yard if you have a dog. But if the dog was coming in my yard I would say something.

I agree that I don't think there is a fence law BUT isn't there a confined or leash law?

I agree that I don't think there is a fence law BUT isn't there a confined or leash law?
I hope ONE of these laws are in place, besides my own fear of dogs I do not know, I have a toddler and the thought that a neighbors dog can just meander over to my yard is scary
I would speak with my neighbor first unless they have proven they are otherwise cooperative.

Definitely speak to the owner first.
I have the same problem...with dogs of people we know & dogs of people we don't know. This little yapper who yes, bites people comes into our yard when people are over & has actually bit guys we had working on our home. We've had to go over several times to speak to the neighbors & well...nothing happens.
Our neighbors across the street have a swear 100 dogs, and have gotten loose into our yard, but they're very good with getting them back.
Then, the other day these random GIANT dogs were running around our backyard. I have no clue who they belong to. They did a few laps in our backyard & then over to the front & back down the road. All I kept saying is thank God my toddler wasn't out there!

These people have the electronic fence- and the dogs run right through it. We've had multiple incidents of the dogs running after me, my husband, my dog (on a leash) and my kid. They stay put in their yard unless someone walks by, and the owners are aware of what the dogs are doing. A lot of dog owners have the electric fence where I live and this is the only house where it doesn't seem to work.
We now avoid walking around the block because it's not that they just come out and are playful- they're pretty aggressive. I know I should say something first, but then I feel like if I did end up having to call they town they'd know it was me. They have come out a couple times to grab the dogs so they are aware.

Does your town have a website? The Town of Smithtown does and I've looked up pet information there on more than one occasion. I think leash laws are universal - meaning that dogs need to be "restrained" outdoors at all times. So if the restraint is an electric fence but it's not working, I'd think they would be in breach of that law.
I'd find out if the town shelter is a kill shelter or not and possibly go that route if there wasn't a chance of the dogs being euthanized if they are caught. Something to get someone official visiting that house and giving the owners some real repercussions other than the anger of their neighbors which they don't sound like they care about.
Many years ago, DaniRella reported a business that wasn't treating their dog well, and they signed the dog over, which found a new loving home. It's the best case scenario I think.

This. Do there dogs constantly get out?
My mom has a neighbor a few doors down who should have never been a pet owner. I find this dog roaming up and down the block(which is a major road) very frequently. A few summers ago the dog was poorly groomed and I felt so bad for him. 100% of the time I pick the dog up, ring the owners bell and give them back the dog. Recently I've just looked at the dog and said, "go home!" and he does as I watch him like he's a little kid lol. However, I have brought the dog to the 5th preceint when the owners weren't home and told them the situation and who the dog belonged to and left a note for the owners at their house. My mom has a dog so he can't stay with her.
However, I do know large dogs can't always just be picked up and carried home.
Ugh, I can't stand people who don't take proper care of their pets if they are fully able to!
