Not happy with a hair cut. Should I say something? And if yes, what/how should I word it?

I have been going to this girl for a 2 years now, about 3 weeks ago she cut my hair and I hate it. I told her to cut short bob , like she always does, longer in the front, little shorter in the back (show my neck) and give some layer in the back , to give it some bounce since I have wavy hair.
Well she didn't give me any layers , it actually looks like it's just a straight line, barely showing my neck , it looks terrible and doesn't look like I paid $60 for it. Plus the front part is def not longer. She also used different scissors and my hair looks weird at the ends, they are sicking out and just freezy looking. Instead being wavy and of falling in place nicely like it normally does after a fresh cut...
In short not happy.
I would like to say something very nicely , because $60 is a lot of $ for me , I only get a cut every 6 mo or so because I can't afford to go more.
I would even offer to pay for her to fix it. But no idea how to say it nicely so she isn't offended and hurt. I just feel like I have to say something, this looks like it was cut by an amateur, not by an experienced hair dresser.

After 3 weeks, I wouldn't call. At my salon, if you are not happy with a service, they will fix it at no cost within a week of the services.

Yeah, at about a month's time, I am usually ready for another cut.

I would book another appointment and just be very specific again about what you want.

I have had people do a quick half-assed job though so understand your frustrations.

ETA: Where do you live? I go to a nice salon and their haircuts are around $30 and I rarely go out of there feeling unsatisfied, and usually it's a different person each time who does my cut.

I know, I should have called sooner. I got flu the day after my cut and was very sick for 2 weeks, today is the beginning if the 3rd week Chat Icon

3w is too much time. My haircut totally changes in that time due to how my hair grows. Sorry
