Does something like this exist? Like someone who could shape my eyebrows to fit my face...like they know the arch, shape based on my face?
Anyone know of one?

I think the line Anastasia does this and they have shops set up in certain stores. I have heard good things.
Let me look it up for you and I'll give you the info.
Ok - they have brow studios. Looks like there are some in select Sephoras.
