The crayola factory and the boat museum upstairs is cute but they close early - and the last admission is one hour before they close. The 9 year old might be a little old for it, but it is nice.
We stayed at the Hershey lodge. I liked taking advantage of the bus. The Hotel Hershey is supposed to be very nice and the spa is also supposed to be outstanding. There is also a cavern thing nearby - we did not go there. We got a package by staying at the lodge our tickets were included into the price.
Eden is great too. We have also stayed there as well. We did a combo dutch wonderland/strasburg/hershey trip and it was absolutely fantastic. Eden is near DW, the outlet mall is across the street, there is a fantastic rail road museum too. Hershey is about 30 minutes from Eden. Eden has a fantastic pool and splash area for the little ones.

We stayed at a B&B - my DS loved it. You basically have the run of the place - there are 24 hr snacks, fresh baked cookies and they have horses and animals for the kids to visit with. Their breakfasts were amazing (always have cereal or something plain for the kids). They are about five minutes from Hershey and prices were reasonable (especially when you factor in that you get all that food with it).

Re: Hershey Fan's....talk to me...
OMG YES! Hershey was our favorite trip so far! There is SO SO much for them to do there. One DC was around 2 when we went and there were SO MANY rides they can go on. What was really nice, was there wasn't a kiddie section. The kiddie rides where throughout the park. It wasn't like you had to go and stand around in the kiddie section for them to go on rides and then they had to stand around while you go on adult rides. The way it was laid out was kiddie ride, adult ride, so everyone had something to do all day. It was SO clean, and an easy park to do in one day if you wanted too. Chocolate World we did on a separate day, and again, SO much to do. Definitely tons for every age there.

We stayed at the Best Western - Eden Resorts bc we were doing a bunch of stuff in the area.
We also did the Crayola Factory in the same trip (we;ve gone twice now). You can do the Factory in probably 3 hours, so we just broke up the ride. Left in the morning, stopped at Crayola, then had lunch, then continued on the Lancaster. So each leg was only about 2 hours in the car for the kids which was awesome.

Re: Hershey Fan's....talk to me...
We stayed at the Hershey Suites which is right next to the park. It's a timeshare place, but you can often find people selling their weekends/weeks, etc. on ebay. I paid $99 a night last Summer, and it was AWESOME! Could see the rides from our window. Indoor and outdoor pools, game room, you can see the train go by with the cocoa beans, and they have a platform to see it. It's 2 bedrooms, 2 baths (with jacuzzi tub), full kitchen, living room, super nice, it's like a condo. Highly recommend it. You can try to book directly too through Bluegreen, but I think the rates are much higher. The outlets are also right next door. The indoor pool has this small pool within the pool that is like a foot deep. Perfect for little ones.
I would do the Hershey Story museum one day. It was neat, and the kids do a little scavenger hunt while the adults read all the interesting facts about Milton Hershey.
We love Hershey!

I love Hershey.
I can tell you where NOT to say.. Hershey Travel Inn. Stayed there one nite last summer just to sleep and hit hershey park the next morning. all i can say is thank god we just stayed there 9hrs to sleep.
We used to stay at the Super 8 a few min from hershey and never had a problem there.
you might also want to check out Indian Echo Caverns (which I think was about 30 min drive) way cool. I think your 7 & 9 yr olds would love that.

We liked the Turkey Hill Factory a lot. It's not far from Hershey. We usually stay in Lancaster though.

I go often and always stay at the Lodge. But I have heard things about Eden resorts so I would say stay there, it's about 25mins away. It's a great trip. Love it and can do it everyyear.

We stayed at Eden resorts for my cousins wedding and we loved it. Not sure how far it is from Hershey though...
