Car Seat ?
DD is 7.5 months/20.5lbs and in the Graco Snugride 35 but, her legs hang out of it and when snapped in the car, he feet touch the back seat. Does this mean shes ready for a convertable?

Not really. So long as she has over 1" above her head of hard shell and is below the weight limit, she is fine. You can use the SR up to the limits, or switch when you tire of it, your choice. I personally chose to just leave the seat in the car when it got too heavy to carry, using it like a convertible.
She won't break her legs in a crash, and you'll find that in a convertible her feet will still touch the back, and when older, she will have to bend them, which is also fine. AAP/NHTSA recommends age 2 as the bare minimum to RF to, longer if you can.
