My mom had a plumber screw her over. She hired him to put in a sink in her grooming store over a month ago and nothing. The store has been sitting closed!! Its a new business and slow as it is, so being closed for a month has really screwed us big time.

He was supposed to file for a permit and install. My mom paid him $1200. $800 for the permit/$400 installation. After a month of hanging up in her face and no phone call returns my mom was at her breaking point. I called today from my cell and he picks up not knowing the number. I tell him Im her daughter I am not as nice and will come after him for the money with the consumer affairs and a lawyer. He says he will supposedly drop the money, (- minues the permit money cause it was issued already) to us tomorrow... we'll see. He's said it before. So we're expecting $400.

My question is, since he filed for the permit, can HE only install it? Can we get another plumber to do the work? Even though he is the one who filed? Please let me know if you know anything about this topic. Also if you could recommend a plumber in the Bayside area that is not a THEIF me and my family would really appreciate it.
