Ingrown Hair back of thigh

I hate wearing shorts or skirts because I always get there red bumps from ingrown hair. The back of my thigh also feels really rough because of all the ingrowns (these aren't red but you can feel/see them).

Does anyone have this problem? What do you do?

I exfoliate 3x a week and no have had no luck.

They make specific serums for ingrowns... I bought mine at European Wax Center. I put it on after every shave and haven't had an ingrown since. I used to get them pretty frequently.
