This is such a dumb question... Dh did it when it was not around Ovulation time right? I don't want him wasting his guys!!

I think the instructions on the form DH has says to abstain for 3 days prior, so he is waiting until I'm sure we're out of the O window.

The lab will give specific instructions - ours said to abstain from ejaculation for 2-7 days prior. So yes u can time it while u have AF or in 2ww.
