Musty/old-smelling closet...

Musty/old-smelling closet...
Our house was built in 1930 and the front hallway coat closet always has a very musty smell to it, no matter what we do. We've tried cedar blocks, air fresheners, baking soda (or is it powder? ) and it still smells to the point where we can't keep coats/jackets in there because they pick up the funky smell.
What can I do to freshen up this area?

have u tried putting damp rid in the closet, also try an odor blocking primer paint?

Definitely nothing visible - it just smells like a very old closet.

try repainting it with Kilz paint.
