i'm no charting pro - but from what i can tell, no....you have to have a certain number of temps ABOVE a certain baseline temp....and you don't have that.
are you taking your temp at the exact same time every day?

It does not look like you have ovulated yet. Although you have higher temps, they are not sustained (At least three higher temps usually indicate ovulation). Also, your other fertility signs (opk, cm) do not collectively indicate that you ovulated.
last month, i did not ovulate until day 21. later than previous months but i did ovulate. i wouldn't sweat anything yet.

Your temps look pretty erratic!
ITA that you haven't ovulated yet.
Remember, temping is a good way to CONFIRM ovulation, but not a good way to predict it!

definitely did not O yet. can't really tell based on temps if you are about to O. some people get a small temp dip right before O, but you really won't know until you see the large temp increase after you O.
based on your CM, it sounds like you may be Oing in the next few days. keep up with the temping and OPKs and i'm sure you'll see it soon.

I agree. It looks like you didn't get a + OPK yet which is obviously your best indication. Plus USUALLY (not always) the EWCM leads up to O, by the time you've dried up you O'd.
