I use to go with an ex years ago....We did a family reunion down there usually the week of July 4th. We stayed in Corolla, which was very nice.

my Dad rented a huge house
it was 2 blocks from the beach and half the price of the homes on the water

My DHs family has houses in Topsail Island. It's south of the outer banks but I would assume the same thing. We love it, and have gone once a year for the past five years with friends.
I've been in June and September. Both are great, but the days are longer in June which is nice.
I would definitely recommend it.

We chose Corolla for next summer but we had to cancel the house. It was going to be a family reunion but the house was $12,000 for the week and no everyone could afford it.
We are going to go to Maine instead for a week. I am very excited
