Per Stacy and Clinton (What Not to Wear) when your arms are down at your sides- the sleeve should hit right at the mid point of your lower thumb joint (if that makes sense)
(The bone right below the thumb joint- halfway up that)

yup - they said the fleshy part where your thumb meets the rest of the hand
