maybe because he doesn't make any money (and therefore being below the cut-off?) 
I wouldn't be too quick to cash it. I would call up the IRS for an explanation.

Because if you make a certain amount of $$, you are not eligible to receive the rebate.

oh sweet, I'll be thrilled if I get $300 I'm not counting on it though...if we were going to get anything we were planning on putting it in DSDs 529 anyway.
