I can't believe this is still going.
But, to answer the question, that's a dog's life for you - they are social creatures for the most part, they like to be touched and played with, and people like to do the same, because, they are DOGS.
If your dog is not the social type and does not behave well when others touch it, then you are REALLY being negligent by bringing that dog into a public store with you.

why would it have been MY FAULT if your kid was antagonizing my dog and touching my dog when i didn't give your kid permission??
By the way, under the law, it is ALWAYS your fault as the dog owner. Always. So if you know your dog is bite-friendly, you are opening yourself up to serious liability by taking that dog to public places where it really doesn't belong.

What is common sense to most of us is not for her.
She has brought her dog to the grocery store before. Apparently now she brings her dog to Target (there was no sign she could not do so.... even after we told her stores did not need a sign last time she posted).
It is sad that some people are so clueless about their responsibility to their dog/pet and other people.
