spinoff to tethering dogs.. i had to call ASPCA yesterday!

i was at work (at the bar) and i see across the street (at another bar) an elderly boston terrier tethered up....
he had no water & it was cold out.
he is SCREAMING.

i tried calling the bar several times but got the voicemail....
so i called 311 and filed a complaint.. they put me thru to aspca but unfortunatly they are only there mon-fri and said to call 911 in case of emergency. i figured i could get to the bottom of it without bothering the police.

i gave it a few minutes and still no owner, nothing.

so i LEAVE my job and walk over there with a bowl of water.
he was alittle skiddish... then i realized he was FREEZING. he would try to sit on hte concrete but it was too cold. he was shivering like no ones business.

i go inside and talk to a barback, he doesnt know whos dog it is but will talk to the waitress. the waitress comes outside and i tell her whats going on.

the thing that got me so pizzed was that numerous customers of mine said he has been tied up for HOURS!
(they saw when they would go to smoke)
i know he was AT LEAST there for an hour b/c a customer from that bar said to me "he was here when i got here an hour ago! i cant believe it"

so, i hafta run back to my job now since there ws no one behind the bar.....

and i finally see the owner come out!!!!!!!!!!!! (with the waitress)
by now i have bitched about the situation to enough people there was a mini crowd around the poor doggy.

so get this.... not only does the lady seem so nonchalant, but she had a NEWBORN strapped to her chest!!!!!!!! (at a bar!) (i also later found out, when i saw her leave finally, she also had a toddler with her.... VERY classy)

so i run out of my bar as fast as i can and (i would typically NEVER do this but i just HAD to) i really gave it to her.
i was alittle shocked at myself, and i may have overreacted, but i was shaking with disgust... i said (yelled) to her "your poor dog has been screaming & crying for HOURS! he is freezing! i called the aspca, you should be ashamed of yourself. if you know youre going to a bar for hours you leave the dog at home! F*cking ridiculous!"

i think she was taken back that i said that. she didnt respond. i then went back to work.
she untied his leash and had her husband go back inside to get their stroller and then they left.

i know i did the right thing though because several people came up to me and applauded me.

The ASPCA is open 7 days a week. They would not physically respond to a complaint of a dog tied in a public area but would refer you to Animal Care and Control of NYC if this occurred within the five boroughs of NYC. Although the ASPCA has power in NY State, the ASPCA investigates animal cruelty in the five boroughs. NCSPCA and SCSPCA have no affiliation with the ASPCA. I would have called PD and stated there is a dog who appears abandoned. The woman should have been arrested for child endangerment for having her child in a bar.

The ASPCA is open 7 days a week. Jess - you did the right thing. Such a sad, sad story on SO many levels.

This woman and her husband don't deserve to have children or a pet.

next time she wants a drink- she should get a sitter for the dog and kids and then go out

the operator for 311 said they were mon-fri and when i called i got that automated message. i think they only respond to calls such as mine mon-fri. :shrug:

when i saw the baby on her chest and the toddler my hate level tripled.

its a new biergarten and SOOOOOO may ppl bring their babies there. if i said i counted 7-10 strollers that day that wouldnt be enough.

just because they sell food does NOT make it a restaurant or an appropriate place for a baby and/or child.

(also, i left this tidbit out but.... after i told her off she didnt go back inside, she sent her dh in to get the stroller and her coat... she was complaining to the bars owner about me i assume... all the while he was smoking and she had her BABY strapped to her chest in the line of his ciggerette smoke!)

when going to a bar leave the children and animals at home.... and if you cant find a sitter, STAY HOME! if you need a drink (and im sure all parents do) why not have one home?

The American Society for the Prevention of Cruelty to Animals (ASPCA) is a private not for profit organization with peace officer status in NY State. They only investigate animal cruelty, they do not respond to calls such as a dog abandoned in a public area. The only calls they respond to of a dog abandoned is if left on private property and the animal is emaciated,sickly or dead.

i am aware 311 has nothing to do with aspca but they are there to help. they put me through to them... who were 'closed'

it is not child endangerment to have a child in a bar. there is no law or ordinance against it.

is it wise morally? probably not. but not illegal.

i wish someone had taken that poor doggy and given him a better home. to the OP...i'm so glad you gave her a piece of her mind. that poor little thing.
