I guess so but I think women who are at least 5'4" and up can wear them and only with heels! I am 5'2" and they look ridiculous on me.

i like the way they look with flip flops and ballet flats- but i like almost everything with ballet flats (i love them so much that i basically buy things just so that i can wear them with my flats)
