Hard-to-find blinds **UPDATE**
In addition to being terribly insulated, our windows are odd sizes. 7 of the 9 upstairs windows are only wither 18 or 19 inches wide. Most blinds I have seen come in with 23 inches as the smallest.
Without spending a small fortune, where are some placed I can check out that might have what we are looking for?
Here's an example of the window size

So I went to Home Depot and got the blinds cut to fit the windows. Perfect.
I go to put them up and come to find that the -what do you call the area around the window - the frame? the sill?- is not exactly conducive to having things drilled into it. Everything in the house is plaster and the previous owners made a mess of the window areas. I *thought* this might be a problem, but didn't really think that it was going to not work out. I'm an optimist, what can I say?
So - I am scrapping the blinds and buying a ton of tension rods and such to use in lieu of blinds.
Now onto finding curtains that I like and figuring out how to hang them and pray that the walls are in better shape than the inside of the windows - seriously - what is that area called??

online, they all can do custom blinds, even jcpenny's does custom.

Home Depot does custom blinds and also I believe blinds to go stores

lowes can cut the blinds to the window size while you wait.

Marburn carries white and off white mini blinds in a ton of sizes and they had the best prices.

Can I make a huge suggestion, stop buying stuff and get your windows fixed first. I know you said they are old and drafting. I would get them replaced before you buy decorative stuff because you may have different frames & such.

I wish it was as easy as getting then fixed right away, but it's going to cost a lot of money that we don't have right now and we need at least *something* up for privacy. There's nothing on the windows right now.
The decorative stuff will come later- once they are actually fixed. I'm just doing simple coverings so that the neighborhood can't see in anymore.

Well then just buy the paper blinds for now until you get your windows. You can buy them at home depot. Basically you cut them to size and there is an adhesive strip on top. They look rather well. They are called "Redi Shades"
