I'm going to be the odd one out and say that I never heard of doing that. Unless the toilet seat is obviously disgusting, I have not changed it when I move into a new place.

It was one of the first things I did when moving into a new apartment. We gutted our bathroom when we bought our house so that took care of the toilet

ditto. Hello, you've sat on toliet seats in public, what would be the difference. It never crossed our minds. I did bleach the crap out of our entire bathroom.

I would hardly call a friend or family member's toilet public 
Yes, I can honestly tell you that I have never sat my bare bum on a public toilet - especially at a bar or Drs office. The very few times that I have sat on a public toilet seat, the seat was wiped down and then lined - heavily - in TP.
I use seat liners at work.

On my drunkest night, I never sat on a bowl. I'd hold onto something for massive stability so I can continue to squat before I sat on it. 
Although I cleaned both toilets w/ a S**T load of CLOROX........both toilets will be replaced. Toilet seat covers aren't enough for me but I'm odd. I skeeve EVERYTHING!!!!!!!! The toilets are fairly new too, but I have to replace it. I can find one for under $100 I'm sure.

When we moved into our first apt, which was in a complex - they had a new toilet seat for us. It was still wrapped and everything.

Our townhouse was brand new so noone used them, but after we moved to an apt for a while and we changed that one the second we got the keys! It's so easy - why not?!

We found out that the ones that our seller put in were very expensive. I wouldn't have known until we looked into it. Who knew that seat covers have "features?" We left them in. There's always bleach and if I had put in a seat that was covered in dust from Home Depot, I still would have had to do a good cleaning.

we changed it ASAP, DH is a neat freak like that, he even wanted to change the tubs and fridge when we first moved in even though both were in good condition, but my step mom and his mom cleaned them and he saw that those two things were fine. But the toilet seat is def another story, the poeple we bought from were so dirty!!
