Question about flag "etiquette"

I had always been taught that flags were lowered to signify the death of public officials or dignitaries. Lately I have noticed that we are lowering them for much more than that (i.e. the Virginia Tech tragedy).

Does anybody know what the proper "etiquette" is, or if something has changed?

There are set days, and then the President can decide when else is appropriate.
