I would just take the bus. The M34 goes directly from Penn to the Javitz Center
This. You will spend forever trying to get a cab on a rainy day at Penn.
You can always download Ubert and Uber a cab. That's what I would do. When I used to take DD in cabs when she was younger I never had a booster though just strapped her in.

I went to the car show on Friday and it rained. We walked down 34th Street to it - it's 3 blocks and had our umbrella's up and we were fine. There is so much construction going on down near Javits, it was hard for traffic to move anyways.

Have a backup plan. Many if not all of the Icon garages in that area get filled to capacity during the show and they don't accept any new customers.

We always drive in. You never know what kind of driver your going to get with a cab. I'd rather just be in our car and pay to park where ever we need

Questions about NYC cabs
I live in the city with 4 dc and take cabs when I dont have another option. I buckle them in next to me. But I also walk a lot in the rain. Just wear good rain boots and have a cover on the stroller. You can usually walk faster than the bus moves.

They can't drive on city streets any faster then 25 mph. And you're lucky if you can get moving that fast in traffic. Most people I know with kids just hold little babies and put other kids in seat belts.
