I did this for all the 3 year old birthdays I got invited to this year (but Disney towels) & matched them with shades.
They are very cute.

Honestly, depends on the girl. My DD can play with anything-- and when we buy her big expensive stuff, she generally doesn't look at it after the initial excitement. It's these little one of gifts that spark creativity and role play that have the most staying power... I gave away her doll house caue it was too big to keep and she never touched it/
eta-- I just took her to American Girl, and she just turned 4 and is def a little young for it, but she does like it. The dolls are $110, then there is all this other stuff to buy...

If you know they go to beach- then I would do sand toys, a bathing suit and a towel.
If not- dress up clothes, art supplies, instruments
